THE Liverpool City Region Combined Authority has announced new funding for commercial land and property projects.

The funding is aimed at projects delivering grade A offices, specialist laboratories, and premium industrial space to meet strategic sector needs, and provide the infrastructure required to support and unlock inward investment.

This targeted funding is designed to help address key market failures identified through the Liverpool City Region Growth Plan and sector-led strategic assessments, including the significant demand for laboratory space, the need for high-quality industrial accommodation, and a shortage of Grade A office supply.

Speaking about the calls, Cllr Mike Wharton, Liverpool City Region Cabinet Member for Business, Investment and Trade, said:- “Unlocking high quality land and property is fundamental to the future of the Liverpool City Region. These new funding calls will accelerate the development of the modern offices, laboratories and industrial space our growing sectors need. This is about creating the right conditions for businesses to innovate, invest and expand, so that our communities continue to benefit from more jobs, more opportunities and a stronger, more resilient economy.”

The following calls are live from:- 4 March 2026 until 12:00 Midday, 1 April 2026, for 3 priority growth areas / sectors:-

  • Grade A Office Space – The LCRCA is seeking to invest in projects which deliver a minimum 60,000 sq. ft of new or refurbished commercial floorspace which can meet the needs of existing occupiers and support business growth in the Central Business District.
  • Specialist Laboratory Space – The LCRCA is seeking to invest in projects which deliver new or refurbished Category 1 or 2 laboratory space, clean room space and ‘write up’ facilities which can support the growth of high potential start-ups in the Liverpool City Region. This will require delivery of at least 40% of overall floor space for laboratory or clean room uses, which contributes to the Health & Life Sciences sector.
  • Premium Industrial Units – The LCRCA is seeking to invest in the delivery of units of new or refurbished floorspace designed to accommodate occupiers undertaking Class E(g) and B2 industrial activities. This required projects that will deliver premium industrial units to support the growth of the Region’s advanced manufacturing sector; 1 of  4 priority sectors highlighted in the Liverpool City Region Growth Plan 2025-2035.

The LCRCA invests in projects supporting economic growth that supports our ambitions, as set out in the Local Growth Plan 2025 – 2035 and its Investment Strategy.

The funding will support investment in capital land and property projects that support sector-led clusters as well as critical enabling sectors, where there are demonstrative viability gaps. These calls represent the 1st of a number of calls intended to be launched over the coming months and years.
