Award drives home success of Liverpool’s road improvements

LIVERPOOL City Council was handed a prestigious award at this week’s Department for Transport Special Recognition Awards ceremony.

The Council’s Transport, Highways and Parking team took home the Collaborative Partnership Award in an event hosted by the Local Council Roads Innovations Group (LCRIG) on:- Wednesday, 1 October 2025.

Recognition was given for the success of the Highways Investment Programme (HIP), which is multi-million pound initiative delivered in collaboration with Dowhigh, Huyton Asphalt, Colas, Mott Macdonald, AECOM, Wilde Consulting Engineers and Amey.

This programme has transformed Liverpool’s road and street infrastructure, prioritising safety, accessibility and sustainability.

Spanning 2 major phases, the programme has:-
  • Resurfaced over 100,000 square metres of roads across the City
  • Installed more than 100 tactile crossings to improve pedestrian safety
  • Fixed flags, curbs and drainage to create safer pavements
  • Delivered targeted improvements in the north and south of the city
  • Preserved heritage streets like Blackburne Place using sustainable construction methods including recycled asphalt, bio-materials, and electric plant vehicles
  • Created new cycling infrastructure, including upgrades to the Loop Line and a new bike track in Everton Park to help young people learning to ride
 
The initiative has also created significant employment opportunities, with 19 long-term unemployed individuals securing positions and 163 weeks of apprenticeships supported.

Speaking about the project, judges described it as ‘very strong’ with ‘all the elements’, as well as being ‘strong on social value delivery across a range of outcomes, particularly apprenticeship and long-term unemployed.’

Councillor Dan Barrington, Cabinet Member for Transport and Connectivity said:- “We’re delighted to have received the Collaborative Partnership Award at this week’s event. This recognition is a testament to the hard work, innovation, and shared commitment of everyone involved in the Highways Investment Programme, from our dedicated council teams to our fantastic delivery partners. The programme has not only improved the quality and safety of our roads, but it’s also created jobs and apprenticeships for local residents.”
