Renewed rules help dogs stay on their best behaviour

RESPONSIBLE dog ownership is the focus of a City-wide Public Space Protection Order (PSPO), which has been extended for a further 3 years. 

Since its introduction in 2022, the PSPO has had strong public support, which has led to the decision to extend the controls for 3 years. The PSPO helps ensure that parks, pavements and public spaces remain clean, safe and enjoyable for everyone. 

The order sets out clear standards and expectations for dog owners, including cleaning up after their pets and keeping dogs under control in public areas.  

It also restricts dogs from entering certain areas, such as children’s playgrounds and fully enclosed sports grounds, with exemptions in place for assistance dogs. 

If anyone is found to be breaching the rules set out in the PSPO, they may be issued with a Fixed Penalty Notice (FPN). Since its introduction, 319 FPNs and 100 warnings have been handed out to people for falling foul of the order. 

The renewal of the order is part of the Council’s plans to crack down on littering and dog fouling following feedback from residents requesting the Council do more to tackle the issue. Earlier this year, the amount of the FPN’s for breaching the PSPO (which includes dog fouling) was increased to £100 to act as a greater deterrent to irresponsible behaviour by dog owners. 

Not only does dog fouling create a mess on paths and grassy areas, but it also presents a health risk to people. Dog faeces can cause Toxocariasis, a rare infection caused by roundworm parasites. The parasites are more likely to affect young children as they are most likely to come into contact with it. 

To support the PSPO, the Council brought in external enforcement officers from WISE (Waste Investigation Support and Enforcement), who have been speaking to dog owners in parks and greenspaces about how best to keep their pets, and others, safe, as well as issuing FPNs where necessary. 

Councillor Laura Robertson-Collins, Cabinet Member for Neighbourhoods, said:- “We’re incredibly lucky to have so many beautiful parks and greenspaces in Liverpool. By renewing the PSPO, we’re helping to protect these spaces and ensure they remain clean, safe and welcoming for everyone. The majority of dog owners are responsible and take pride in our City’s environment, and this order supports them while encouraging others to follow their positive example. It’s about working together to create a City we can all be proud of.”
